Professor of Political Science and International Affairs, University of New Hampshire

Abstract: This talk explores the targeting of civilian infrastructures in protracted conflicts, using cases from the Middle East and North Africa. It analyzes the various ways that state and non-state actors target energy, water, and food systems in contemporary wars, and discusses limitations and adaptations within the humanitarian sector in response.
